AHRA is an officially registered legal entity in Cyprus

• Governed by a Council consisting of volunteers – residents of Aphrodite Hills
• AHRA represents the resort’s residents in negotiations with AH Management, Kouklia Council, Paphos District office and other regional and state organizations
• AHRA’s goal – is to make constant improvements in the resort and to protect interests of its members

Kouklia relationship
• Current Kouklia Council was elected on June 9, 2024 
A lot of nice words about cooperation were said and many promises made
Unfortunately, the reality is very different
• Since its election Kouklia Council has never officially met with AH representatives
• Our budget proposals for 2025 and 2026 were not even asked for
• Council Tax and water charges are levied without any coherent explanation
• There is no cooperation, not even a communication between AHRA, AH Management and Kouklia
• AHRA asked Kouklia for budgets and tariffs information. The request was denied.
• AHRA engaged Kyprianou Law firm in Paphos to defend the interests of its members to obtain necessary information from Kouklia
• AHRA is currently in court with Kouklia

Cemetary Tax
• Introduced in 2022
• Charged annually at €15 per property
[Kouklia, Aphrodite Hills, Ha-Potami]
• Maintenance of the Kouklia Cemetery
Kouklia works in AH
• The hole in the pavement by the bridge was not repaired for two months
• Eastern Plateau park works are being done without much
control/supervision from Kouklia
• The main roads have not seen the street sweeper for a very long time
• The pavements have not been cleaned for many months
AHRA 2025 achievements
• AHRA members and those residents who submitted their 2024 tax reduction claims to PDO received rebates from Kouklia
• Kouklia’s 2025 Council tax was reduced by 20% compared to 2024 (0.04% vs. 0.05%)
• Project to establish a secure water supply to the Eastern Plateau was finally completed
• Fire protection measures identified
• The Association together with AH Management applied constant pressure on Kouklia
Sewage Treatment Plant
• Aphrodite Hills manages a large capacity modern Sewage Treatment Plant
• In 2023-2025 a significant facilities upgrade and solar panels installation project was implemented
• Benefits of the upgrade result in no increases in the Sewage costs in the last three years

Road safety and cleanliness
• A lot of construction is currently happening in the resort 
• It is a local practice to put skips, construction materials, garbage,
and even toilets on the roads and in the common areas
• Kouklia is indifferent to such issues and it is up to us, the residents and owners,
to make the contractors torespect the rules and the environment
Road cleanliness
• Garbage by the main road near Adonis village (last two months)
• Kouklia has not cleaned the streets/pavements for months
• Nobody cares
Dealing with poisonos caterpillars
• Every year we have this problem
• In 2025 and 2026 Green Forest is fully engaged in the process
• They only work in common areas of the resort
• Threes in your garden – is your responsibility
Illegal tree cutting activities
• Last two months – several cases
• Owners hire private contractors to cut trees in the common areas
• Measures have been taken and such owners will face consequences

Illegal parking and prevention measures
• Contractors love parking on the pavement
• If you walk by and do nothing, these violations will not stop
• Complaining in the social media sometimes does help
• But it works a lot faster if you stop and explain to the driver and get him to park at the allocated place

• Issues with the use of new discount cards
• 57% - Illegal parking

• 45% - Speed limits
• 45% - Legal case with Kouklia

AHRA 2025 Accounts

From the beginning of 2026 AHRA spent ~ 4,000 euro in legal costs
AHRA is a non-profit organization, any surplus of funds will be spent on organizing events for the owners and cultural, sports, and other activities proposed by the residents of the resort
